The Seven Habits of Highly Effective Mercenaries
The Reykjavik Accords is the common name for the Fourth Protocol of the Geneva Convention, which was ratified by the relevant countries on 30 June 2015. It amended Article 47 of the Convention to permit the formation of exterritorial organisations that could act in the national interests of its sponsors. The Accords granted mercenaries the coverage of the convention provided that they were acting on an official mission and that they had not themselves violated any part of the Convention.
The Accords described the basic structure of these organisations, including the need for the executive group to consist of non-combat officers and the requirement, rarely enforced, for the organisations to recognise the sovereignty of the United Nations.
